Nice tune! 
Sounds like a cross between Combustible Edison and Dick Dale. Very Nice!
Not sure who it is though. Sounds pretty recent. "New" Martini Kings project?

Yes -- and I believe the song is called "Girl from Acapulco." It's on the album "Fluid Soundbox" and you can download the whole album for 9 bucks on Amazon.

Oh, they're on DJ LEE's Dionysus Label...he's been telling me about them for a while now.

they Have 5 cds I believe all on Dionysus.
some of it is disco-y
but some of it is amazing.
