That's because it's cheap and easy for Uncle Sam to exploit them and then dispose them and then get votes for doing so. I bet Mexicans would comeback running (Or stay and pay taxes) to their land if it wasn't now owned by Wal-Mart. Or if he wasn't threaten by USA weapons owned by the Narcos who work for, guess who, the USA. Or work on a GM factory but it glocalized to China... It's not a simple matter, not to be discussed here on a Tiki bar. Why spoil the fun for everyone else? We are in paradise, remember? Have a virtual Mai Tai  on me. 
And it's not most of them, it's around 10% of Mexicans.

There's a Restaurant in Puerto Vallarta, Jalisco, called Tangaroa. Excellent shrimp they say.

Not sure if this is the place to post these menu covers? Looks appropriate, however these lean towards Mextiki and not Mexotica?
Picked these up a few months back. The are from Sitmar Cruises 1975 and the artist is I. Pelli.
