Herman came first!
Seems as though Herman Klabounde started the Tropic Isle then sold it to Mannie who sold to to Curt.

So, it looks like Herman started the Tropic Isle while he owned the Tahiti down the road in Santa Monica.
Here is a matchbook cover with the Tahiti Restaurant
and the inside of the matchbook advertises the Tropic Isle in Venice.
So I say Herman was Number 1.
