A millesime means the rum is from a certain year, usually a good one. 1982 from this bottle as I can see. It's the same with wine, they do millesime when the grapes are of good quality some years.
Hors d'Age is a certain time of aging, but we can't know from when the aging took place.

you should. I've never seen those Millesime in France. (where St James is very common).
