I saw one of those on here on TC last year sometime. My guess would be that it's one of those mugs that allows you cheap (or was it free) refills when you're a guest of the resort. Every WDW resort has their own design.

Those things were in every gift shop in Disney World when I was there last October. I must admit I did consider the Ebay possibilities...but figured "who would want such a piece of crap??" Plus, they cost $5.00 each!! They weren't freebies at the resort we were at.
